Chi Tim-ming, boss of a cocaine ring from Hong Kong, is arrested after an explosion in his cocaine factory that kills his wife and her brothers. Undercover cop Captain Zhang Lei persuades Chi to cooperate in their investigation and raids in exchange for allowing Chi to escape the death penalty. Chi agrees and sets up several fake meetings with drug loads for Zhang.
A regular star in Johnnie To's films, Louis Koo, plays a drug dealer struggling with his double-cross, and the skillful Chinese actor, Sun Honglei, plays an efficient investigator.
