Chi Tim-ming, boss of a cocaine ring from Hong Kong, is arrested after an explosion in his cocaine factory that kills his wife and her brothers. Undercover cop Captain Zhang Lei persuades Chi to cooperate in their investigation and raids in exchange for allowing Chi to escape the death penalty.
